Center City crafted a program to assist landlords that own residential rental property in our neighborhood in making improvement to their property that are housing income eligible tenants.

The Non Owner Occupied Rehabilitation Program (NOORP) assists landlords with building improvements to better the quality of life for the tenants while securing the safety of the structure. Center City partnered with the NYS Division of Housing & Community Renewal and the City of Niagara Falls to offer this much needed rehabilitation program.  

Investment owners can receive a Grant of up-to 70% of the cost of rehabilitation and a low interest loan through Center City to cover the remaining cost.  Maximum rehabilitation costs per unit are capped at $25,000 per unit.

ELIGIBILITY FACTORS:

    1)    Rental Units must remain affordable for a period of 5 years

    2)    Structures must be in the Center City Service Area

    3)    Taxes must be current on the property (and any other property owned

                    in the City of Niagara Falls)

    4)    Property must be insured

    5)    Property must meet code and Housing Quality Standards

                upon completion of the Rehabilitation

    6)    Tenants must be income eligible. Call for tenant income guidelines.
